P-2647 ????

Friends '04 threw the P-2647 code which is described as "rocker arm actuator A bank 1 Stuck on"...... I have no idea what the hell that means and she's out of warranty also... Any ideas what this means and what is need to fix it ????? Any help is appreciated....

according to the manaul for the 04 civic that code is described as "VTEC oil pressure switch circuit high voltage". Unless thats is the same thing.
