Can having a crack in your exhaust manifold lead to a lean condition reading from the smog test sniffer?

My other car, a 94 Jeep GC with 200k, has a 1.5inch crack in the manifold near the bottom.

The Jeep couldn't pass smog today and I was told that NO levels are high because the sniffer is getting a lean reading.
