anytime you are working on internal or external engine components, you want to always torque down all nuts and bolts. for one it ensures that they will not back out at a later time or cause noise. also it helps to prevent gasket damage and leaks when tightening a component to a surface of the engine or other component. also torquing the nuts and bolts in a sequence will ensure that the surface of the components mates evenly with another surface. like the surface of the cylinder head and deck of the engine. if you didnt torque those nhead bolts in the proper sequence or didnt torque the nuts or bolts, you risk damaging the head gasket and warping the surface of the head thus causing head gasket leaks.

also if you try and just tighten up the bolts, you may overtighten them thus breaking them. you also risk damaging threads if bolts are overtigthened.
