Black piece on bottom of bumper

Black piece on bottom of bumper Hello to everyone, I had a question about my girls car. The black rubber piece at the bottom of her 03 Civic EX is hanging down in the middle part. I was wondering what I should do for this. Is it just a part that I can get from Honda? Is it something I can use like two-sided tape on? Any help would be greatly appreciated.

Rep Power: 0 it's probably when she when for a oil change those people did it never put it back it's a black screw it attched to the frame under the car and yes you can order it from a honda dealer or use a tie strap
