Cooling fan running slow [solved]

My fan is running slow, I suspect this is the problem, what exactly does it do? I applied batt voltage direct to the fan, still runs slow. 2008 Civic DX

Probably just time for a new fan if it runs slow even with direct power

It is I tried bypassing that module, which just an inductor for noise filtering...(I assume) no luck. Installed a new fan and she blows,.AC is ice again. The module reads two 5.1 micro Henries which is a measurement for an inductor coil.
