Paint on bumper

Hey does anyone know what I could use to remove some red paint from my bumper? Not sure how it got there, but it looks really bad :-/ And then my friend was a genious and tried to put touch up paint over it lol, so I need to remove that also. Any ideas? Thanks.

see if a shop can buff them off for ya; shouldn't cost much at all. probably some other car had slight contact with your bumper and left the mark, a marker like that doesn't just go on the car without contact.
