Removing white paint from extrerior

I have some white paint marks on my car that I cant seem to rub off...what should I use? Will wax do the trick?

paint cleaner...paint polish...then wax

if that doesnt work try Megiuars(or mothers) clay bar system it might be some sort of overspray or something similar.
