OEM touch up paint... did I get bad bottle or does it just suck?

OEM touch up paint... did I get bad bottle or does it just suck?
So last week I stopped at the dealer and grabbed a bottle of touch up paint, dont know the exact name but its a metallic silver, CHNH623M.
Just tried to use it, and holy **** is it ever watery, it doesnt cover at all. Shook it up some more untill my arm got tired but didnt make a difference.
As I write this, I've got currently 3 coats on a magazine cover, and although its silvery, I can still see the image behind the paint.
Did I get a bad batch? Or is this normal behavior?
