i use soapy water and a microfiber cloth. i have 16" wheels, so it's hard to fit a sponge in there and clean where the caliper is.

I take my wheel off and clean it just use soap and water, And a towle.

I clean em when I rotate them. They're open enough that usually the soap from the spokes gets back there and gets the junk off when I spray them. When they're off the car.... I mix up car wash soap, Formula 409 and Goo Gone, then scrub them with a soft brush... it gets those tar turds off and leaves it nice and clean. The insides of both sets of my rims are powdercoated, so I don't have all that much to worry about.
