Help! 2001 civic loses engine power when starting to drive it

i have had this problem for awhile and the mechanics haven't been able to fix it. when i first start driving the car, with in the first five minutes, the car loses all engine power. i pull over to the side of the road. when i'm sitting idle the engine feels like it's about to shut down. i give it a little gas for a minute and it's fine. then i start driving again and i don't have anymore problems. it always happens when i first start driving for the day. it happens frequently but not everytime i drive. i already replaced the catalytic converter but the problem persists. i noticed the engine of my 2001 civic is noticeably louder than my other 2004 civic. not sure if related. any ideas? thanks for any info.
