2002 Civic si hatch

I’m currently having issue with my turn signals randomly not wanting to work and sometimes when they do they will stop blinking when the brake is pressed I just got my si about 4 months ago and when I noticed this issue I looked under the driver side of the dash up behind the hood release and noticed a bundle of wires cut like the previous owner cut out a relay or something please need to figure this out it’s getting really annoying

You have a short. Fix all the hacked up wiring and see if that fixes it. If not you have to dig deeper
