One sided AC

My car is blowing cold air on one side and hot air on the driver's side. I was told it could be the blend door actuator. I found it and it does move when I change the settings.
could it still have a malfunction even if it moves?

Or you could have dual zone climate control turned on

When mine did that it was low on refrigerant.
