Black spots on interior windshield of new car

Black spots on interior windshield of new car

I got a new Civic a month ago, and just noticed there were some black spots on the windshield, but on the interior. After some scratching, my uninformed opinion is that these spots are "baked" into the glass. My best guess is that they look like the "frit" that are painted on the edges, but these are clearly not part of the pattern, and somewhat haphazardly strewn close by to the edge. See attached picture.

Any ideas what these are? If they're a real problem, do you think the dealer will own up to fixing it?

Use a single edge razor blade, see if they scrape off.
