downfall - you may lose some low-end

probability - very low, unless the street flood

You may buy the AEM by-pass to solve this problem.

The chance of hydrolocking your engine is very slim. The only way this would happen is if the filter were completely submerged under water.
The question you have to ask yourself is how often do you drive through puddles of water that come up higher then your front bumper? If the answer is never or very very rarely, then you should be ok.

You should also get the by-pass valve as well just to be sure.

No, AEM CAI comes with a C.A.R.B sticker, which makes it street legal.
Its CARB exempt or something, you shouldn't get a ticket.

Injen Race Division CAI yeilds the biggest gains for our cars. I have it along with the AEM bypass valve...totally legal (it has a breather)
