Is it legal to use nitrous on the streets?

Is it legal to use nitrous on the streets of toronto? is there any laws against this? I always thought it was but then saw this: http://www.dsmtuners.com/forums/showthread.php?t=81196

no, its illegal to transport it. You're supposed to have one of those big square signs with "Oxidizer" written on it on your trunk if you do.

Gas under pressure requires warning signs outside the vehicle as well as a permit or license to drive such material. Otherwise, even transport of the tank is illegal.
