Couple of probs with used car purchase

Ok so my bro got a used acura 2.2TL a few days ago after much debate on car choices. Now there are a few problems. The car was originally suppose to be in my name and so I can get insurance but my bro rushed into getting the car and just bought it so its in his name now. So the first prob is getting it into my name, went to the license and registration today and they said I can only change it without taxes if we are married which is kind of stupid to exclude direct family members aswell but that person seemed odd and so I'm not going to take her word for it. Can I still get insurance on a car that is under someone elses name and that person is not getting insurance? Second problem is the car is uncertifiable and should of not passed the safety inspection which is what the shop I took it to said so the shop that signed the paper obviously did not check it or was paid to sign it. So what can I do now? Are there any laws that the seller has to pay to get it safety? lemon law?

Thanks.

first of all the lady is right, a title transfer other than from a parent to a son or daughter is taxable, so you are SOL there......

second, i dont see why you cant get insurance on the car if its in your bro's name

finally, whats wrong with the car to not make it pass safety??? if you got a safety and your mechanic told you its not in "safety condition" im sure there is some sort of recourse........that is obviously fraud

why didnt you get it checked out before? is this your car? why did your brother buy it?

Well the mechanic said there was obviously an accident with this car underneath the car, must of scraped it somehow underneath and a few other things i can't remember

And like I said, my bro rushed into it. What can I do? It's our car, but he can borrow it to do errands so he doesnt want to buy insurance because he won't be driving it much.

man honestly i would go back to the seller and raise hell........if he sold it to you "as is" and it says so on the bill of sale, your outta luck, but if he sold it to you saftied you should have a case against him......

dont accept that.........accidented cars are trouble, exp if its bad enough to not pass safety

My insurance plan is as follows
I have minimal insurance for all cars in my house even though i only am fully covered under my car
If you live in the same house, i believe you are covered for those 'here and there' errands regardless of your insurance company, but i may be wrong.

Got the insurance to work out, i nice whopping $270 a month w/ 100,000 life insurance, lol. The nice thing is I can add my bro to the plan for nothing the agent says so I will be doing that. My dad's insurance wants $6000 a year from my just for liability, friggen rip.

The agent says bylaw everybody is covered under the household if the car is insured and they are not insured officially. That's why most companies say you have to add anyone with a license even though they don't drive it.
