Right you do need both here in California. However I do not believe peace officers are allowed to stop you just for not having one in front. They are permitted to add the offense as a fix-it ticket however you have to have a prior offense for them to be able to site(sp) you for it. I think...

From what I heard if the state gives you two, you have to have two. If they give you one, one. But Im not sure on that. In Minnesota its 2. Hey, I like the Kansas thing, only one. I worked down there this summer and almost everycar I saw had only one, except for the people that had personalized ones i saw had 2.

A general rule of thumb is that if you are issued two, you must use two. Of course, this can vary by state.
New York State REQUIRES that two license plates be affixed to the vehicle--one on the front, and one on the rear. Putting it on your front dash/rear window is equivalent to not displaying it.
