Wheels drop and a kit is what i'd say
when most people talk about bang for buck, they talk about performance. So I would say CAI or lowering springs. Tires, you can say, but not for the price. Lowering you car will give you more performance gain over getting grippier tires. what are you going to do when your stock suspension puts more weight on one tire(usually front) on a tight turn, when lowering springs distribute it between all the wheel(CG)? And like most cars, cooler air for your engine is the way to go, b/c you know Honda is going to give you the best factory exhuast system they can give you. Sure, most free flowing exhausts give you more high end power, but you loose considerable amount of low end. NOtice how Honda catch up to most cars in third gear? How many people travel that fast down a road that the posted limit is 35 - 40?

i have been around for a new m3 vs almost new base corvette raced. m3 took the vette off the line, but by the time the 3rd gear came around, the torque monster vette tore the m3 a new *******.
HP 4-1 header with high flow cat - especially for autos unless you're willing to do some cutting with your 5-speed. Still the only bolt on that produces the highest noticable HP/torque gain.
