It simply locks the drive selector so you can't take it out of park.

The key allows you to move the shifter out of park while your car is not running. Its purpose is for removing the center cosole for various reasons. Sometimes the shifter is in the way when it is in park; therefore, you put your key there and you can take it out of park. Honda is smart like that...
