Just peel it off... it shouldn't be THAT difficult. You might wanna begin by cutting it.
But then again, I dunno how it's laid out on your headlight. Generally, it's peelable with your fingers.

Rep Power: 0 I'm guessing you got it on your headlights when you were clearing them out. And chances are there isn't a lot on there it is more like finger prints. Right? I had the same thing and I know paint thinner takes it off. It takes a little elbow grease but it comes off. Just make sure you wash your headlights arfter. The paint thinner won't eat the plastic but just to be on the safe side.
