never really thought of that. I went with my girlfriend to test drive the turbo beatle when it came out and was not impressed at all. It was really slow, but I did get a free t-shirt out of it, which i came home and used to put the wax my Honda.
I hardly think that they are weak, take a look at VW/Audi's 1.8L Turbo... it gets 180hp in the Jetta, 220 in the Audi TT. Probably just boosted the pressure and tweaked engine breathing and exhaust. I don't think those are shabby numbers. If the car feels slow it's probably because of their heavier weight. They have tons of torque too.
Volvo S60 T5 is 240hp? I don't think that is too shabby?! Car is heavy and it is FWD so there is torque steer problems. The same with Saab 9-5 Turbo.
The cars are geared for refinement and greater reliability. If they boosted pressure of the turbos to racing levels, they'd be recording large warranty provisions in their accounting books...
Take a look at the Audi S4 2.8L Bi-turbo... 250+ hp.
