With enough patience and wise spending you can end up with
1. turbo
2. full exhaust
3. wheels + tires
4. new suspension
Motorcycle doesn't sound like a bad idea either.
Sound system only makes the slow Civic slower.
Getting the other cars gives you a nice platform to start off with but leaves you with no money for upgrades.

Between C and D, I'd get the Integra just because cost of ownership would be cheaper than the RSX.
Slap a turbo to either car and you have a pretty fast daily driven commuter.
Choose the one that looks better to you.

i say C too. Trying to fix up a civic in the long run will do you no good, cuz it wont be faster than what it was when you first started =\. How cheap do you mean by .. cheap? Used rsx-s go for pretty low dont they? you can get a brand new 06 type-s for around $22.5k ish
heres what i would do with 3 g's
1) buy a body kit paint to match 700-1000 depending
2) some nice good looking rims 700-1200 brand new
3) lower it 300-400 bucks or cheaper
4) exhaust 100-300
5) if money still left over get a sound system
that list is if you wanna look nice and sound good
speed which i dont know much about
1) exhaust, headers
2) lower it
3) some nice light rims
4) short shifter
5) turbo
6) if money left over racing seats

Buy the teg, it'll be the best bang for your buck in your pricerange. But don't buy one thats already fixed up, buy a stock one and do it to how you like. =)

save it for a house.....seriously, you won't get any of the money back once it's into your car. I've dumped a few grand into the vic, but I know i'm not gonna get it back, and it didn't interfere w/ my house purchase

That also wont be hapening for under 3k (most likley). It not like "just buy the turbo kit and slap it on." You've gotta look into engine managment, injectors, gauges, exaust, piping, and other misnomers that WILL go wrong when you boost.
hmmmmm...u saved up 3 grand. Dude u should be proud of urself congrats, seriously, not too many people I know can dream of doing that. Ok I honestly think you should save up some more and do C. I think ur gonna be happy witht he performance and look of that car, and u won't have to do much to it to ur liking. but we love u for having a 7th gen dogg..hope ur happy whichever move u make.
