smog check

I have a quick question, is it possible that at 15 mph your emissions test higher than at 25? My mom just got her van tested and she was at 630 at 15mph but 615 at 25 mph. Can a previously tested car that failed right before affect the results?

A previous car failing would not affect your results. What would is the rpm at 15mph vs. 25mph, and whether the cat was truly hot enough just before the test.
