ya just make sure the seller has lots of positive feedback.
For performance, start small with intake, header, exhaust, then more advanced like accessory pullies, cam gear, ignition (plug wires and plugs), ecu tuning (vafc) then go more with port and polish head, turbo/supercharger. Depends on how much you have to spend.

it has four runners or pipes that connect to the cylinder head-main engine. Its part of the exhaust system but you can see em in the engine bay. Aftermarket header is usually larger pipes and coated with something like ceramic to make it look better and keep heat inside. Goal is to move more exhaust out quickly. Here is my kamikaze...

I would strongly recommend picking up a copy of this book: Civic Duty by Alan Paradise. I just found a copy on ebay but book stores or online should have em. It explains everything you want to know about civic performance mods.

i would get a new belt very soon. most of the time they are only rated to last 100k miles or less. should cost about $250-300. if it breaks, your timing will get screwed up and serious engine damage like bent valves, piston damage, and more. basically the motor will have to be rebuilt or swapped for a new one. Also an easy way to get power is reclaim the hp you used to have. Get some fp60 for the gas and lc20 for the oil from lubecontrol.com and start using those. it will dissolve carbon in the engine and make it run alot better.
