strange car fogging

strange car fogging
when i went out to my car yesterday morning, all the windows were completely clear of fog, except for a strip along the bottom of the windshield about 2-2.5 inches high and even all the way across where there was a thick coating of fog. anyone else experienced anything like this in their civic?
