Honda is just going into this standard for their 06 models. For example, the 06 RSX-S will have 201 hp, by the SAE standard. According to advertisements, the 05 model had 210 hp. It didn't lose 9 horsepower. It's just as quick as the 05 model. The new 06 TSX will have 205 HP, but apparently that is not a 5 hp gain. My guess its more like a 10-15 hp gain over last years model before the MMC.
The RL now is advertised as 290 HP and 256 lbs-ft torque.
TL: New horsepower/torque ratings: 258 horsepower SAE net (Rev 8/04) at 6200 rpm, 233 lbs-ft. of torque SAE net (Rev 8/04) at 5000 rpm
MDX: New horsepower/torque ratings: 253 horsepower SAE net (Rev 8/04) @ 5800 rpm, 250 lbs-ft. of torque SAE net (Rev 8/04) at 3500 rpm
RSX: 155 horsepower SAE net (Rev 8/04) @ 6500 rpm, 139 lbs-ft. of torque SAE net (Rev 8/04) @ 4000 rpm
RSX Type-S: 201 horsepower SAE net (Rev 8/04) @ 7800 rpm, 140 lbs-ft of torque SAE net (Rev 8/04) @ 7000 rpm

Because atmospheric conditions play such a critical role in power, the Society of Automotive Engineers (SAE) established a standard for measuring horsepower and torque (SAE J1349 JUN90) so everyone has the same reference point. The SAE standard is based on 77 degrees Fahrenheit at 29.235 inches-Hg (inches of mercury) with zero percent relative humidity.
For the 2006 model year, all Acura horsepower and torque specifications have been updated to reflect revised Society of Automotive Engineers (SAE) J1349 (Rev 8/04) net calculations that went into effect in January of 2005. These new calculations reflect a number of significant changes in the way horsepower and torque are measured and may cause SAE net horsepower and torque totals published in 2006 media materials to differ from the figures published in previous years. To avoid confusion, all 2006 Acura press materials will specify “SAE net (Rev 8/04”) after all horsepower and torque figures to denote adherence to the new standards.

The new standard is an update to better reflect real-world engine application such as having alternator, powersteering pumps attached. Thus the lower HP rating. There is also a certification standard where if the manufacturer have a third party verify the HP rating can be labeled as "SAE Certified" The new Corvette Z06 is SAE Certified to make 500 HP.

The only thing I like about the new standard is that numbers are finally all on one standard. A lot of companies just use the same PS numbers and convert them to HP (for advertising and other things). That doesn't matter much for small engines, but the difference adds on for larger engines. At least now its all constant.

It just gives us, as consumers, a better understanding of what we are buying.
