i need help removing the outter ring of the gauge cluster......
THe black plastic surrounding the gauge cluster before your get to the plastic clear
panel that protects the gauges........
I got the top part of the panel out but i can't seem to get the bottom out......
the odometer push toggle and the light push toggle are in the way please help......

i'm not quite sure which piece you're talking about but just PULL! good luck!

After you pull the top portion off, the bottom is connected by two clips, one on each side of the steering column....
you just have to pull it out...it will take some force, but it will pop out. Get your fingers in the crack between the
bottom of the black peice and the plastic clear piece near the back and just yank it out.
