depends on what he wants to do w/ the car. but id go w/ the awd vs fwd up there in the northeast and the 2.5RS isnt a bad choice for a car.
you can also try and find an older audi quatro. who knows, maybe you can find a decent one for 13k.

By riced out, I mean the insurance company doesnt see the car as something that a 17 year old F&F avid watcher will drive and try to copy.

my friend found audi a4 quattros for about 9-13k with the 1.8t, which he plans to buy and mod it the same way my friend with the gti 20ae, who is pushing about 400hp and goes 13.9 because of lack of traction, the quattro should cure that problem
Haha, I like Mazda yes, but I love Honda also. If you see my sig I have a 2004 civic.
Yeah, the MSP in stock form is not that great, but SCC called it the new benchmark for FWD handling. The MSP is a fairly easy car to mod as well with a cult following. A larger FMIC, turboback, and cai have shown up to 25 whp gains. The cars came with an overly restrictive NA exhaust setup.
Check out www.msprotege.com
There's a guy named azian6er and he was putting down around 300 whp. Upgraded internals, and what they call a "thumper kit."
But anyways, they're great cars, and like SCC said "it knocks the ITR off the mountain." In 2003 it was second only to the SRT-4 in the under 20 g's shootout, due to the SRT-4's power. But when the editors were asked which car they'd rather own, they chose the MSP.
BTW stock racing harts, racing beat suspension with tokicos, kenwood sound system with flip face, MP3, and integrated subs. Really hard to beat package I think, and used ones can be had for around 13,000.

actually, if he really wants to keep insurance costs down, tell him to go for the subaru outback or 2.5RS wagon. they are really not much slower than the sedans, and you get a lower insurance w/ a wagon. and you can still mod it if you want to...its very european. AND you get MUCH more cargo room.
id say thats the best option.
