I think when they say the engine won't start, it means that they have the keys, but the ignition was jacked up with a screwdriver or something to start. So you'd most likely only have to replace that and you're good to go. I have no idea how much that costs though

^^ for the flood damaged cars not being able to start the car ushually means Hydrolock.... So your talking about an engine rebuild.
