There is such a thing as being too relaxed - you could kill someone any time you get behind the wheel, under the influence or not. Oh, by the way... I think the affects of driving while smoking weed depends on the person. I personally couldn' do it, wouldn't recommend it. And I believe like alcohol, it impairs reflexes.
