Why is an aftermarket turbo not legal?

Why is an aftermarket turbo not legal?

I was just wondering why the WRX, STI, EVO VII can have turbos and are street legal, and if we put one on ours it wont pass for whatever reason, i live in Ca where things are a little more strict but i was just wondering, thanks for the replies

its probably because the car maker still abides by the emmisions restrictions within so much of a percentile. not all cars have the same emmisions but all are within a certain emmisions bracket ( im sick right now so i cant think of the right word). but yeah, thats pretty much it.

A turbo would pass emissions by the test. But it's illegal to screw with the emissions systems I think. Also, the BOV has to be vented to the intake and the dumptube has to be vented to the exhaust... neither of which anybody really does. The cat can't be removed or replaced unless it's broken, or 50,000miles over 5 years... and needs to be written and signed by the installer. But that's just my guess on why it's illegal... even though the emissions are the same or lower.

Our cars are rated at ulev with concern to emissions. Adding a turbo would increase emissions enough to fall beyond the ulev range. I am pretty sure that is what makes it illegal. You would be changing the car's emissions spec.

In cali its all about the emissions... The vehicle is liek 10,000 pages thhick in california... There adre thousands of laws.... Cali is one of i think five states taht have ULEV cars... It i sall about emissions in cali, that why they mad eit so you cant ride 2 stroke motorcyles any more accpet on closed courses or designated areas with a red sticker...

I think in California any after market product that can affect smog has to be CARB(California Air Resource Board) certified. So if you could find a turbo or any other product that is CARB certified you could install it.

doesn't that also go for engine swaps? I mean an rsx type-s is lev while our cars are ulev. So wouldn't that make you not pass smog?

according to the arb.ca.gov (I think that's the website) (I sent an email to them and asked this question myself)

here is the response:


Thank you for contacting ARB concerning vehicle modifications. California Vehicle Code 27156 states that the emission control system can not be modified on an emissions controlled vehicle. Each and every Executive Order number (EO) issued for an aftermarket part specifically states that it is an exemption from the prohibitions of VC 27156. Since the OBD II system is part of the emission control equipment it falls under the modification exemption provided by the EO #. Please feel free to provide this email address to any peace officer you feel may need it and we can provide training for their officers. If you have more questions or concerns please reply to this note or call us at (800) 242-4450.


So pretty much if your running parts with carb-eo numbers your good to go.

I think is situations like this you have to register the car as a rsx type-s then. I had a buddy who put a Ford 302 V-8 in his Toyota 4-Runner and had to register it as a Ford. That was a few years ago, not sure if this is still the case in California.
