I just bought a new 2017 Civic Touring 1..5l 175 hp i-vtec turbo.

Which model is that?

K24A1 or what?

In fact, according to a youtube review the L15B7 has VTC but no VTEC???

Correct, this turbo engine does not have VTEC.
They do use dual variable cam timing though
