Sorry if this has already been posted our is in the wrong spot (first post).

I have a stock 98 EJ8 with a D16Y8 without VTEC and I want a little more power but don't have the space or money to do heavy swaps. I already have a cat-back and exhaust. Any ideas on things that can be done? And if not how hard is it to swap into a B16 series?

A d16y8 must be vtec unless it was removed or is malfunctioning. A d16y7 is the non-vtec variant. AFAIK the D16Y8 is only available in the EX civic from 96-00 while the d16y7 comes in everything else except the SI in those years.
As far as a B-series swap difficulty, the prevalence of after market mounts and harnesses make the most difficult part the hit to your wallet.
