1985 civic low beam headlights not working

1985 civic low beam headlights not working
I have a 1985 civic with a headight problem. The low beams will not work, and the high beams will only work with the turn signal control bar pull towards the driver. I have replaced both headlights, checked fuses- all are fine. The parking lights, turn signals are all working
