If you are certain that your under-dash turn signal fuse (#15) is good, then it might be your hazard switch. The turn signal circuit passes through there on its way to the flasher relay.

(The hazard switch does more than just connect the voltage coming out of the flasher relay to the appropriate bulbs. It also chooses which wiring path provides the voltage going INTO the flasher relay. If your hazards are off, the hazard switch supplies the flasher relay with voltage coming through the ignition switch and turn signal fuse. If your hazards are on, the hazard switch supplies the flasher relay with voltage coming through the hazard fuse.)

It sounds to me like the hazard switch is failing to reconnect the turn signal voltage path when you turn off your hazards. To test this, unplug your flasher relay, turn the ignition to ON and the hazards to OFF, and make sure you're getting voltage between the left (+) and right (ground) contacts of the flasher relay socket. In your case, no voltage means the ONLY possibilities are 1) a bad turn signal fuse, 2) a problem with yellow wire between the fuse and the hazard switch, or (most likely based on what you've said) 3) the hazard switch itself.

Let us know what you find...
