STILL smoking?
Assuming the smoke is unrelated to the head install and gasket........
Valve stem seals or oil control rings, take your pick.
If it was smoking before you had valve problems.....I'd guess rings. Got high miles?
Oil ring problems can't be found with a compression test.
Got visible smoke from the exhaust?
Intake stem seals tend to smoke more during periods of high intake manifold vacuum (deceleration, long periods of idling). Let it idle a long time then blip the gas and see if it pumps out a puff of smoke.
Rings tend to smoke more with loads and higher RPMs (while driving). Follow the car and watch for smoke, but pay attention to if it is accelerating or decelerating when you notice it.
Exhaust stem seals.....may or may not smoke, if they leak oil it won't show up in the cylinders it will go straight into the exhaust.

I vote for valve stem seals. Surprised the machine shop didn't put 'em in when reworking the head.
Can the Civic's be replaced on the car? (They pressurize the cylinder with a closed valve and replace them.)

Re: oil in cylinders
That didn't narrow it down any. Hell, at 180k I'd say to do it all.
You sure PCV doesn't have anything to do with all the smoke?
Is it losing oil? Is it losing coolant?
