Unhappy 95 civic ex redlining at 6k help!

95 civic ex redlining at 6k help
I got a 5 speed 95 civic ex with a swap for a sohc d16zc vtec I bought the car that way
Engine runs great no CELs but I'm not sure why I'm redlining at 6k and not 7200
I also check the vtec solenoid cause I'm not sure it was activating it clicks on but the engine seems to start to shake and want to stall i did it by applying direct power to the solenoid
I'm also running on a p28.i was searching online and my car and engine should be running fine
Can anyone tell me what's wrong?

Sounds like your car still has the original ECM.
Now you need the ECM that goes with the engine.

Wiki gives a basic ECM code to go with the engines
