1991 honda civic lx

hi i have a 1991 honda civic lx it has 218,xxx miles on it and it has white or blue smoke depending on the lighting coming from the tail pipe heavily more then average start up smoke the smoke goes away after i drive for alittle bit i am losing oil about a quart a week ive had the valve cover gaskets replaced recently thought that would fix it but didnt, i also have noticed loss of power such as if i hafta stop on a hill it has a hrd time getting going again and can be prett smelly, was just wondering if anyone could give me any ideas as to what could be causing this? thanks for you time and if you can help

rings would be constant smoke not just on startup. leaking seals allow oil to drip into combustion chamber when car is sitting.

Depends on WHICH rings, and what the particular problem with them is.

You've never had to deal with the many different ways things can fail, have you?

I have stuck oil control rings in my truck. It can fog out an entire city block on a cold startup, but quit smoking as soon as the piston gets warmed up enough that the rings can seal again. Once it stops smoking, you don't see any more smoke.
Compression is perfect.

Please explain this:
leaking seals allow oil to drip into combustion chamber when car is sitting
Explain how valve stem seals could ever possibly drink a quart of oil per week while the car is sitting. They are not submerged in oil.
