Ok my Cars dlc will not connect to an obd II scanner i dont know what the problem is i checked the wires none of them are bad or worn and the check engine light does come on so i know it is hooked up right but when i go to get it inspected it says the cars computer will not connect to the obdII scanner or the computer at the shop...its a 1996 civic with an engine swap, with a 1999 civic si engine idk if its when they did the swap or not, thats how i bought the car....any suggestions would be great thanks


And Pin 16 does get 12 volts
