99 Civic LX not starting/weird noise

morning
I just got a 1999 honda civic lx manual and everything is fine and dandy. I'm an okay driver so I stall quite a bit, although i can start it back up. This one stall I tried to start it and all i heard was 2 clicks. I thought the battery died, luckily i was on a downhill so I was able to pop the clutch and start it with a help of someone. i was able to drive back home and it felt like there was no problems with it. as soon as i turn the car off, i tried starting it back up only to have a hairdryer like noise come from the engine bay. the noise continues even with the key taken out of the ignition until I put the key in and turn it to the accessory position, where the noise stops. (I checked the radiator fans, both weren't causing the noise, weren't spinning)

The engine idles fine
i was thinking maybe starter gone bad since i was able to popstart it or bad battery.
any ideas or suggestions/actions to take would be greatly appreciated
Thanks.
