Exclamation My 2000 ex's rpms rising uncontrollably(over 5k)

So i was coming up to a stop light and the rpms on the car rapidly shoot up without stopping until i turn off the engine. My break peddle is squishy and doesn't go down all the way when my rpms are rising. I tried starting up back up but the rpms immediately sky rocketed. I checked the oil and on the stick were these few small clumps of black dirt near the bottom, so put a tiny bit of oil in. After a little while of waiting and a few unsuccessful attempts, I started the engine and sharply struck the gas pedal 3 or 4 times out of pure frustration and the rpms mysteriously settled down to around 700. After 10 minutes of driving 65 to 75 mph, rpms blast off again. After pulling over, I repeated what I did before and I managed to settle the rpms in about 10 minutes. I noticed my cruise control button was on the entire time so I tried turning it off and I ended up being able to drive it 100 miles going about 60. I guess my question is, wtf?

Is the CEL on?

Possibly the throttle body blade (flap) or throttle cable is sticking.
Manually open and close the throttle body blade by hand (round shaped part where throttle cable terminates on throttle body). Remove air intake hose and watch to see if it returns to closed postion upon release.
Have someone press gas pedal while you inspect the throttle cable to see if it sticks.

Another possibility is a vacuum leak. Check the vacuum hose that runs from the cruise control to the intake manifold. Check other vacuums lines as well.

The CEL comes on when I first start the engine but goes off about a minute later. On the possibility of maybe a vacuum leak, I now hear a hissing noise when idling from the right air vent on the dash board and it changes pitches when I press the accelerator and brake separately.

Get it scanned at Autozone or other parts store to find out the CEL code. post the CEL code here.

Did you clean the TB, IACV and check throttle cable yet?
