So I would like to start with thank you for taking the time to read this! so let's get to it I have a 1999 Honda Civic with a y7 bottom and a y8 head
Issue:
I have a few codes here they are p0170 (Fuel trim bank 1) p0171 (System to lean) p0136 (low voltage O2 sensor) p0158 (o2 Sensor High Voltage Bank 2) and p0174 (System to lean Bank 2) any ideas what can be the issue

Four of the five code numbers in your list are impossible on that particular car, therefore the reader cannot be trusted.
Throw away your code reader and try a completely different one.

So which one is the only accurate one could it be my ECU? because the car runs fine but damn the CEL won't go away when I use an expensive snap on scanner it gave me only one code like you said I just can't remember what code it was. but I think you maybe right thank you, the scanner I used was at advance auto parts

Find out what the single true code is first.
If the discount code reader lied about 4 of the codes, the 5th can't be trusted either.

Hey, that looks like a pretty nice scanner.
Did you write down the freeze frame data to go along with one of those codes?
I'd go after the O2 sensor codes first.
Ignore the P0171 until the sensors are fixed, then see if it returns.
The P1457 code may require real work. Does that scanner support bi-directional controls, and can it force an EVAP system self test to run?
I'd first see if the ECM is capable of turning on the bypass solenoid. If not, refer to the service bulletin about Bypass solenoid valve failure (internally shorted) for further info.
