Angry Honda Civic DX 97 o2 Sensor Issue's

My Honda is having a huge Issue with the O2 sensor, The Code Error are (P0135, P0141). No Mater what i do it wont go away. I'll List the things i have done to fix it.
Had this problem for a month and half.

1.Replace it both down stream and up Stream.
2.Replace the Harness.
3.Check the wire to see if there voltage.
4.Switch ECU to see if it's the ECU- no it's not.
5. Look at the fuse under the Dash, Fuse #15 v7.5.

Can anyone help? any advice would help.

How did you test the voltage?

-While the car is running unplug an O2 sensor.
-Use a multimeter to locate V+ and to find out how many Volts you have.
-only one of the two wires should show V+.
-the other one is the ground, use the multimeter on continuity test mode to see if you
have connection to ground.
-also test the resistance the ground wire shows, it should be near zero.

Do this for both sensors.

If you have already done, what are your

-voltage
-amperage
-resistance

Numbers for both wires on both sensor?

Your mechanic is wrong.

You have an issue.

It is related to the O2 sensors.

Either the o2 sensors are faulty, if so return them for new ones; if not then you need to trace the electrical problem.

This shouldn't be that hard for a mechanic to figure out.

-Test the O2 sensor.
-does it work?
-if so test the circuit.
-does it work?

One of the two is not working, find out which one then trouble shoot back wards from the O2 sensor to the ECU until you find the issue.

If the O2 sensors and circuits are truly fine then the ECU might be the issue.

IF the resistance of the heater circuit in the sensor(s) is not correct for the application, the computer will judge it bad.
Seems to be a frequent problem with off brand sensors. Honda used either NTK or DENSO sensors from the factory.
Never Bosch, Wells, Janky, or any other brand.

My Mechanic told me that the Electrician said
This is comical to me.

Lol ya me too, I was picturing a mechanic calling up his electrician friend; the friend showing up in his old beater white van and pulling out some AC 120-240V test equipment to test a 12v DC circuit that the mechanic should be able to trouble shoot. lol

Sadly, electricity is like "the final frontier" for mechanics.
A good majority probably shouldn't even touch anything involving wires at all LOL

Well I found-out through obd scanner it shows as working. The issue is voltage 0.035 v. After using snap-on scanner on graph mode show low voltage but working o2.

Any ideas.
Also how much is 0.035 v in voltage.

The codes you have were not about whether or not the sensors work.
The codes are for the sensor heaters. If the heaters don't work, the sensors won't work correctly.

Exactly what it says. Thirty-five one-thousandths of a volt.
May as well be zero.
