'96 Civic EX No Start. Batt = 12+V. WTH?

Bought my 1st Honda on 8/4/11 -- '96 Civic EX 2-door w/ 218k miles!

'96 Civic EX No Start. Batt = 12+V. WTH?
Vehicle has been fine, w/ no probs, and now, all of a sudden (of course), car won't start -- won't even turn over. Behaves like dead batt.
- Battery has 12.5 volts
- Vehicle will chime at me 6 times w/ the key in.
- As I was jiggling strg heel and shifter at same time, some dash lights came on momentarily. Haven't been able to get it to happen again.
Maybe something w/ wheel lock or shift lock? I tried sticking key into the shift lock thingy to try start in N, but nothing. (what is that key slot for anyway??).
1996 Civic ES, Auto, 218k miles.
Any help, suggestions would be much appreciated!
