Erratic Speedo - 98 Civic Si

Erratic Speedo - 98 Civic Si
My son has a 98 Civic Si sedan and recently his speedo has been erratic to not working at all. It still works periodically but will quit or not work at all next time he uses the car.
I have been doing my research on this and a few other sites, so before I go and pull his dash apart, just want to make certain that it is the most likely culprit....gauge cluster!
Checked/changed #15 fuse - OK
CEL - OK [not on]
VSS - looks OK, no visible damage
VSS Connector & wires - Look OK, no visible damage [was getting late so will dosconnect and clean tomorrow]
I have seen quite a bit on this topic, so anyone who has had a similar problem and fixed it, looking for your advice, obviously looking for the easiest one first.
