96 honda Civic Fuel Problem

96 honda Civic Fuel Problem To start my car i gotta let the fuel pump prime then i gotta unplug it and it will run off that little bit of gas inside the engine. But if I try to start it with the fuel pump plugged in it will just try to start get a little rpms and just keep cranking. If i get it started by plugging the fuel pump in priming it then unplugging fuel pump it will start then when i try to plug in the fuel pump it shuts off as soon as i get the plug in.. Any ideas?
