Steering wheel vibration at low/high speed

Steering wheel vibration at low/high speed

I have 97 4-door civic and recently while driving on the interstate the steering wheel began to shake violently. It stopped after awhile and now shakes a lower speed, but less intense. (vibration seems to be a function of tire speed). Two different shops could not even detect vibration (does not happen all the time) I do know that one wheel bearing is getting bad and brake rotors are warped (no vibration when braking though). Does wheel bearing make sense? Anyone else have this problem?

Wheel balance? Outer tie rod ends? Those 2 things come to mind. The latter is pretty easy to check. Loosen the wheel lugs. Jack the car up, put it on stands. Take the lugs off and the 2 front tires. Move the outer TREs like you would rev a motorcycle. If there's any play, they're shot and need to be replaced.
