96 civic wont start light flash

I have a 96 civic and I'm thinking there is some type of alarm issue. It wont start and when you open the door the lights flash. When you turn on the ignition the lights flash also and the when I try to start it all I get is the relay clicking. Any ideas?? Right now I have it hot wired with a start button but that is not ideal. The car does run like this so I know the fuel pump and everything is working.

Sounds like a bad ignition switch.
