it doesnt. whole point of getting cold air intake is to get more and colder air into the engine for better power. cold air has more closely packed oxygen, so the ecu sees this and injects more fuel. if you want fuel economy, get a short ram intake, it takes warm air in from the engine bay and the ecu will inject less fuel since there is less oxygen in warm air. but you prolly wont gain much (if any) hp either way from a civic. maybe 2 whp above 4k rpms.
