Amp needed for regular speakers?

I was looking at this HU and it says, "preamp output only — external amps required." Does that mean that ALL output is unamplified, or is it just talking about RCA sub outputs?

All outputs are unamplified, so you need a 4 channel amp for your speakers, I want to get the same deck.

The page doesn't show up, but if it says preamp only, then you need amps for All the speakers! they wouldn't say that is they were just talking about the subs.
